In my Despatch Confidential of the 6th of last August, I informed Your Lordship that cracks had appeared in various Bridges of the British section of the Kowloon-Canton Railway, and I detailed the steps which I had taken in the matter.
In Your Lordship's reply dated 23rd October, 1908, you expressed the view that my action in enlisting the services of Mr. J. Williams to assist me in arriving at a conclusion as to the conflicting technical views expressed by the Chief Resident Engineer and the Director of Public Works was unadvisable, and you further informed me that the Consulting Engineers were in no way financially responsible for any unestimated expenditure which might be caused by errors committed by the Chief Resident Engineer whom they had nominated.
You added that Mr. J. A. Barry would shortly come out here to inspect the Bridges, and to advise on ...
